The WHO Country Office in Syria aims to improve the health of the population by strengthening health systems to promote Universal Health Coverage amid humanitarian and fragile contexts. The Technical Officer will support recovery and resilience of the national health system through governance, planning, capacity building, and collaboration with the Ministry of Health and partners. This role is key to developing and implementing cost-effective health interventions with a strong primary health care focus.

Essential: University degree (Bachelor or higher) in Health Discipline such as Medicine, Nursing, Dentistry, or Public Health.
Desirable: Postgraduate studies in programme management.
Experience: Minimum 5 years at national level in health systems or policy development; prior experience with WHO or humanitarian organizations desirable.
Languages: Expert knowledge of English and Arabic required.

- Support health system strengthening through governance, workforce, financing, information systems, and service delivery improvement.
- Manage implementation of EU-funded health recovery programmes including monitoring, reporting, and resource mobilization.
- Provide technical support to Ministry of Health and partners to build capacity for leadership and management.
- Generate knowledge, evidence and best practices for cost-effective health interventions aligned to universal health coverage.
- Contribute to implementation of National Primary Health Care Strategy 2023-27 and assist with policy review and planning.
- Guide health resource mapping and quality assessment surveys to improve primary health care services.
- Develop plans supporting humanitarian, development, and peace nexus to accelerate health service delivery.
- Coordinate with regional and international institutes on health security and health system exchanges.
- Support capacity building of health policy research centres within Ministry of Health.
- Documentation of health system strengthening lessons and identification of research needs.
