As Ministries of Education increasingly prioritize digital transformation, UNICEF requires specialized expertise to ensure technology investments translate into improved teaching and inclusion. This consultancy aims to strengthen government-led mechanisms across connectivity, devices, content, pedagogy, and teacher development to ensure sustainable, results-oriented digital ecosystems.

Duties and Responsibilities

Working under the supervision of UNICEF Pacific Education, the consultant will provide periodic, on-demand advisory support, technical reviews, short written recommendations, and coaching. Key focus areas include:

• Hardware & Connectivity: Advise on device rollouts, school readiness, maintenance models, and child online safety protocols.
• Teacher Professional Development (TPD): Provide guidance on blended/remote TPD models suited to dispersed geographies, including micro-learning and coaching approaches.
• Digital Content: Advise on digitizing curriculum-aligned materials (incorporating indigenous knowledge and local languages) and responsibly exploring emerging technologies like AI.
• Data-to-Action (Giga): Support teams to interpret school connectivity mapping insights and translate them into actionable policy and budgeting recommendations.
• Policy & Regional Strategy: Assist in drafting internal UNICEF strategic notes and advising national governments on digital education policies and minimum standards.

Eligibility Criteria & Qualifications

• Educational Status: An advanced university degree (Master's or higher) in Education Technology, ICT/Computer Science, Information Systems, Engineering, Education, or a closely related field. A Bachelor's degree with extensive relevant experience may be accepted in lieu of a Master's.
• Work Experience: A minimum of 10+ years of relevant professional experience providing technical advisory support on digital education or ICT for education in low-resource contexts.
• Regional Knowledge: Prior experience operating in Small Island Developing States (SIDS) or the Pacific region is strongly preferred.
• Technical Skills: Proven ability to draft technical specifications for EdTech deployments, deep knowledge of device lifecycle management (MDM), and expertise in blended teacher development models.
• Language Proficiency: Absolute fluency in English, with a demonstrated ability to produce high-level written documents and advisory notes, is strictly required.

Remuneration & Conditions

• Financial Proposal Requirement: Applicants must submit a separate financial offer consisting of a lump sum amount for all deliverables. This must include a breakdown of the daily/monthly fee and any miscellaneous costs (such as remote communication expenses, health insurance, etc.).
• Consultancy Status: Consultants are responsible for determining their own tax liabilities. They are not considered UN staff members and do not receive standard staff benefits like medical insurance coverage or paid leave entitlements.
