Central Electricity Regulatory Commission (CERC), a statutory body under the Electricity Act, 2003, responsible for regulating tariff of central generating companies, inter-state transmission, and issuing licenses, invites applications from eligible candidates for engagement as Staff Consultants on contractual basis in Engineering, Economics, and Accounts Divisions. These positions offer competitive consolidated remuneration up to ₹1,25,000 per month plus performance-linked variable pay.

1. Senior Research Officer (Engineering) - 1 Post

Qualification	• Graduate in Engineering or equivalent • Master's in Engineering/Power Management (Added advantage)
Experience	More than 8 years post-qualification experience in hydro/thermal generation OR transmission OR power system planning & load flow studies • Higher experience given weightage
Desirable	• Experience in tariff determination in Regulatory setup/Power Sector • Experience in framing Regulations • Electrical or Mechanical Engineering preferred
Consolidated Pay	₹94,000 - ₹1,25,000 per month

2. Research Officer (Engg.) / Research Officer (Research Wing) - 2 Posts

Qualification	• Graduate/Diploma holders in Engineering or equivalent • Master's in Engineering/Power Management (Added advantage)
Experience	• More than 4 years (Graduate) OR more than 7 years (Diploma) post-qualification • Field: Hydro/thermal generation OR transmission OR power system planning & load flow studies

3. Research Associate (Engineering) - 3 Posts

Qualification	Graduate/Diploma holders in Engineering or equivalent
Experience	• 0 to 3 years (Graduate) OR more than 6 years (Diploma) • Field: Power sector - hydro/thermal generation OR transmission OR power system planning
Desirable	• Electrical or Mechanical Engineering preferred • Experience in tariff determination/Regulatory setup
Consolidated Pay	₹45,000 - ₹80,000 per month
Variable Pay	Up to 40% of monthly fee (performance-based)

Key Competencies (All Engineering Positions):

• Knowledge of Electricity Act, 2003 and relevant power sector legislation
• Policy and regulatory knowledge of power sector
• Knowledge of electricity markets, power system operation, scheduling & dispatch
• Research and analysis capabilities on power sector issues
• Mandatory: Expertise in MS-Excel, MS-Word, PowerPoint/presentation apps
• Proficient in report writing and presentation preparation
• Capability to work under challenging tasks and market pressure

4. Senior Research Officer (Economics) - 1 Post

5. Research Officer (Economics) - 1 Post

6. Research Associate (Accounts) - 1 Post

Qualification	Chartered Accountant (CA)
Experience	0-3 years experience in Accounting and Taxation matters • Higher experience given weightage
Competencies	• Strong analytical skills • Well versed with Accounting Standards • Preparation & finalization of Financial Statements (Autonomous bodies/PSUs) • Proficiency in Tally ERP 9, Excel, MS Word • Working knowledge of MIS, reconciliations (including BRS) • Knowledge of Income Tax rules & regulations • Filing of GST & TDS Returns
Preference	Working experience in Govt/Autonomous Bodies in Accounting/Taxation
Consolidated Pay	₹45,000 - ₹80,000 per month

Engineering Division & Research Wing:

• Matters related to tariff (petitions, review petitions, truing up) for Thermal, Hydro, Transmission assets
• Engineering/Technical analysis
• Input on engineering aspects for framing regulations/amendments
• Scrutinizing applications for inter-state transmission licenses
• Power system studies related to sharing of inter-state transmission charges & losses
• Matters related to generic tariff from renewable sources
• Legal issues (Appellate Tribunal, High Courts, Supreme Court)
• Parliament Questions, Annual Reports, Performance Budget inputs
• Studies and analyses (bench-marking of capital cost, O&M expenses, ROE studies)

Economics Division:

• Economic analysis & research on power sector issues (tariffs, markets, fuel availability, open access)
• Preparation of weekly, monthly, annual reports on short-term electricity transactions (market monitoring)
• Monitoring compliance as per trading license & power market regulations
• Market Surveillance & Oversight of power markets
• Statistical Analysis of energy prices
• Work related to functioning of power exchange and traders

Accounts Division:

• Accounting Standards knowledge, Financial Statements preparation & finalization
• Handling Tally ERP 9, Excel, MS Word
• MIS, reconciliations (including Bank Reconciliation Statement)
• Income Tax rules & regulations, GST & TDS Returns filing

Initial Contract	2 years
Extension	Up to 1 year on each occasion (based on satisfactory performance)
Maximum Total Duration	4 years
Annual Escalation	Up to 10% on fee (in deserving cases with Chairperson approval)
Notice Period	• Within 1 year: 3 months notice or 3 months' fee • After 1 year: 1 month notice or 1 month's fee
